State
State represents whether an action still requires effort.
PMU defines two states.

|---|---|
OPEN | The action still requires effort or attention |
CLOSED | The action no longer requires further effort |
Open State
An open action:
- still has operational relevance
- may still accumulate work
- may still change status
- is expected to require further effort
Closed State
A closed action:
- is operationally complete
- is not expected to receive additional work
- is considered finished from a lifecycle perspective
Closing an action does not necessarily imply success.
For example:
- a completed project may be closed successfully
- a canceled project may also be closed
